in existence and one had attached to it a dollar salary
which was personal to the then holder. No allowance is
made for the recent concession under which the exchange
rate is increased from $10 to $10.70 to the £1 when the
dollar is not above 4/-. In 1914 the officers concerned
would have been required to pay the full rent of quarters,
and the amount of such rent should accordingly have been
deducted from the figures taken to represent the 1914
salaries.

I am unable to recommend the grant of any
further concession.
